That looks like a standard plug n' play unit hot tub. Usually the water stays in the all the time and it's only cycled out 1-3 times a year (depending on spermicide levels). They can be kept 'clean' using bromine or chlorine. We have them here in North America as well. They just use standard household voltage so over here it's 120V. You can hardwire them to 220V if you want, but most people don't bother doing that any more. If it's just plugged into the wall then it's only using electricity to power the heater and cycle the pump at low speed. Once you hit the jets the heater switches off so you don't blow a circuit. If it's hardwired, then the high speed jets and heater are able to work at the same time.
That unit looks pretty new. Two seater it looks like. If it works you can sell it for some quick cash. A unit like that, with a working heater and working pump, here in Canada, would probably sell for $1000. You could probably sell it for $500 and list it as buyer has to move it.
I'd investigate the model and what they sell for before you toss it depending on what it is you might get enough to buy at least a few pinball parts.
