WPC-95 Flashers problem

I'm having some trouble with the Flashers on my SS WPC-95. Fuse 107 blows, replace the fuse and it will run for a while but eventually it will blow again randomly after a few games. I've tried a few things:

• Checked the fuse is the correct 4A slow blow
• Run through the flashers in test mode, they all work
• Check the voltage at the test point, shows 22.5VDC (a little high or normal?)
• Tested diodes 15-18, none are short
• No obvious loose wires on the bulb holders (although some a buried).

Any ideas what to check next?

i'd work out if its the driver board or playfield causing the fuse to blow, try disconnecting J133 IIRC and see what happens?
