This is too weird. Buying a new battery for my meter tomorrow to rule that out. Will post here if any measurements change.

OK, so there is a ground issue - if there is no voltage between TP2 and ground it probably isn't the cause of your issues. Would be good to fix that though. Can you measure the voltage drop across the BR leads when on? Do you have an oscilloscope? Don't get where the missing 12 V go. Assume you don't have another board you could test with?
+/- to both AC legs AC/DC. C9 is the only thing which could pull it down otherwise.No scope or other board. :-(
Measure BR. Do you mean on + and - legs?
Have not taken off 1 leg on C9 yet. And would it be an idea to disconnect - leg on BR and see if the output is stable?
Ok. Will get on it tomorrow. Have just got home and want to sit down with a cold beer and watch Brazil playing now. Been a long day.And lift a leg of C9 as discussed above. But even if C9 is leaking we would drop 12V across the BR - this should be a close call for the 7A fuses.
No. Havent been out in the garage. got a really bad cold and cant face working on the machine atm. Getting a load of hassle from the wife as the agreement of buying another car(convertible for the summer) was that I clear out the garage of some machines so the car can be stored there during winter. Hopefully I will be better by the weekend but chances of having cleared the garage by christmas looks remote. Merry christmas to me.Did you manage to find a solution for this?
