StTNG resets

So my StTNG is not very well atm .
Its trying to start (and will the odd time,for a while)
the blanking led comes on and off and it tries to boot up.

All the voltage leds are on and test reasonably close to what they should be (4.8v,11.8v)

When its trying to boot led 3 flicks on and off .


Any advice welcome!
(all ribbons and power idcs have been reseated )

First remove all connectors , only leave J210 who is the power connector ( +5 and +12 volts) In many case a fault on another board will prevent the cpu to start because one or more of his output signals are grounded by the bad connected board.

Will try this later
 
Reseat J114 on power board as a first fix. 4.8v is too low. But do you trust your meter?
 
Right,
Bit of an update.
Swapped out the cpu board from creech into sttng,Sttng is now 100%.

Problem has followed the cpu over to creech.
Swapped the asic and the problem stayed with the Sttng CPU board :(
 
Have ruled out the following

-voltages
-asic
-processor
-game rom
-I think I can rule out the ribbons also

I might get this on the bench a probe that blanking circuit .
The strange thing is it could come on for 15/20 seconds then go bananas
