Threshold braking (braking just to the absolute limit of locking the tyres, or lifting off a bit if they do skid) is going to outperform a lot of ABS systems.
Problem is that it's a skilled action to perform - not only are most drivers not budding circuit enthusiasts, you've also got to be able to perform it - and remember to perform it - when you've just about shat yourself in a surprise situation in daily traffic.
If you had Data from Star Trek driving the car maybe... but LOL that's an understatement! even the best drivers in the world lock their wheels.
Most folks don't brake properly at all. When we run driver training the first hour is spent training drivers to brake properly. They all moan like hell about it at the start but at the end of the day they are all thankful for that slot. So theoretically it might outperform but in practise its simply not possible.
