Pinbot does not want to boot

I have a pinbot sys 11 mpu which does not want to boot.
What I checked so far:
5v and 12v on mpu
Reset section all transistor(new transistors installed) , resistors good
I went over the reset section with a jumper nothing.
I changed c30.
I checked all 6821 5v by the ic leg
I checked cpu 5v by the leg
I checked all rom 5v by the leg
I checked all the 6821 with the digital multimeter to the ground legs
I checked clock signal with logic tester.
What Im thinking is a wrong rom, pia or cpu but I dont have spare to try.
On the mpu 5v led is shining and when I switch of the power the 3. Led blink a bit.
If somebody has any idea what to check please let me know.

Did it just go like this or has it never worked since you had it?
 
It says you are from London on your profile.

As you got a barn find it could be anything. There is a reason why it was put in a barn. If it had batteries in it and they have leaked - this will cause serious problems.
 
I ve got like this.
I know the battery leaking can cause problem.
But the board looks not to bad for me.
 
So to be clear, when you switch it on the left LED (+5vdc) is on, but middle (diagnostics) and right (blanking) are both off?

Yes but because of the covid 19 Im abroad.
 
Turn the machine on and press the bottom CPU diagnostic switch (SW2) on the left side of the board. Count how many times the middle LED (diagnostics) light flashes.

It does not blink anything I just pressed and released.

Does the sys 11 need proper 12v to boot?
 
When I testing in the machine on the power driver board tp 12v is 13.6v when I connect the mpu the voltages dropps to 10.6v.
When I put it to the bench supply the voltages does not dropp it is 11.7v.
I put the board to the bench supply and pressed the cpu button but nothing happened.
 
I would disconnect everything from CPU board apart from the power and then test:
  • TP1 = +5 volts on the PSU board.
  • TP2 = GND on the power supply board.
  • TP3 = +12 v on the PSU board.
  • TP4 = -12 v on the PSU board.
Then test for +5 volts at TP2 on the CPU board.
Then test for +5 volts right at the chips themselves.
 
I would disconnect everything from CPU board apart from the power and then test:

  • TP3 = +12 v on the PSU board.
  • TP4 = -12 v on the PSU board.
Then test for +5 volts at TP2 on the CPU board.

I did all the test diconnected everything except the power board
 
When I connect the soundboard Ive got this. The volume control potmeter is working as well

Use the logic probe to check the reset line on the U15 6808 CPU - PIN 40. When you power the game on, pin 40 should be low for a second, then go high. If the signal goes low then high repeatedly the game is trying to reset itself over and over.
 
Do you know is there any guidance for sys 11 like this?

I did already this and it was low less than a sec after was high.
I also checked the colck signal on pin 39 it was pulsed
