Pinball plastics

Easy question, maybe an easy answer or not.

Why are some pin plastics sold as a set and others are sold as individually?

My Black Rose has 1 plastic missing and the others are ok but I'd need to buy the set to replace the missing one.

Where as my Junkyard has a number of broken plastics and one or two missing, but they are only sold individually. I can understand why the car stack is sold on its own but everything else should be in a set if that's the norm.

Pretty sure I have that one.
When you get your machine back from Blackpool it will have a extra plastic fitted.
