I bought this used dmd. It seems to work

Does anyone know why these yellow things have been soldered onto the pins pls?

Is it safe/ sensible to use this dmd in my game?

Caps to smooth the DC?

That’s standard

They stop high frequency oscillations on the power supply lines. In theory that might improve the quality of the DMD output.

Those are acting as Decoupling capacitors.

They can only help and won't do any harm, leave them alone!

Had two of this types and both worked fine.
