they must be one out there,i got a data east star trek the other day,been sitting in some guys garage for 10 years plus,all it needed was a power board and 72 hours of cleaning,21 years of dirt protected the playfield off

Unfortunately 'Cheap' projects are getting harder and harder to find.
And hate to say it
... but most pinheads are well aware of the current pin prices, and sought after games like SS would have to *really* be a project...... ie missing game specific parts/boards/artwork damage etc....... to be let go cheap.
Machines that are just dirty, have a few minor issues but basically work are still gonna command decent prices.

The best machines ive found have been sitting out back of arcades in storage,the lethal weapon to the left i got for £400 she just needed a clean and a full set of bulbs,shes made 3 times that rotating around my local sites,not bad for a machine found in a dark corner of a hemsby arcade.
