New target decals peeling off - advice needed

I bought some decals for Lord of the Rings, which comes with plain white plastic targets, a couple of months ago.

The ones on the shire, Nazgul and ring are fine, but the Palantir is already peeling off and the foam pad underneath is already cracked.

Any advice? The decals were pretty expensive and it’s sad for them to peel off so soon.

Contact supplier - complain, get a new one, and this time cover it in clear protective, either spray on or stick over

When I’ve replaced target decals like this I’ve noticed the white part was actually a double sided sticky pad itself. Have you stuck the sticker onto the shiny pad not realising this maybe?
Also looks like the foam pad is slightly bigger than the target hence the damage.
