HS 2 Audio problem~ very odd??

As people may know, I am doing a full restore on a Getaway High Speed 2 bought from an Estate sale for £280. I have now fixed most issues but have a strange audio problem with the volume. I just cannot lower the volume below "8" The volume does go up and down but not below "8" and that is quite loud!
I can "bodge" it and put resistors in series with the speaker leads but I would rather do it properly.
Has anyone got any ideas what the issue could be??

It's a setting in one of the menus.

There is a minimum volume over ride in the settings. In Adjustments usually.
It is not a fault.
