Hook CPU Lamps Permanently ON

I thought I'd move this here as a separate tech problem. The CPU controlled lamps are permanently ON, in attract mode, gameplay and diagnostics (no flash, no row/col test etc). It's behaved this way since I got the machine.

Other things such as DMD, flashers, switches, coils, GI, sound appear good and it generally plays and scores etc.

I measured 5V and 14V at the Rottendog MPU004 but with CN6 and CN7 (col/row connectors) disconnected I get a tad under 18V. When I test with a 555 lamp and diode between the matrix pins the bulb lights brightly - no flash. So I believe the problem is on the MPU board backwards. Voltages seemingly good exiting Transformer

Other problems that might be related
- PPB F5 intermittently blowing then toasts Q4 with use of Laser kick coil which ultimately sticks on
- Right flipper and Right Coin switch indicating ON in diagnostics. The flipper works and lights the correct LED on the flipper PCB.

I'm not sure if the above is all related. One thing I have noticed is that the PCBs are generally badly attached and I read on pinside that the screws holding them are part of the earthing - is this right? Either way I intend to sort.

I've tried googling the lamp symptoms to no avail - perhaps I'm using uncommon search terms.

Any advice appreciated as to what to t/shoot next. It's almost as though all the row transistors are shorted which they're not.

To add to the symptoms, I noticed the top right bumper activates both sling shots above the flippers.
 
Ref the slingshots, are the blade contacts so close that the pop bumper vibration sets them off?

Eddie thanks for your idea, but I don't think so. Initially I thought it was a 'phantom switch' activation as it was reproducible but having further diagnosed I think it relates to the stuck on right flipper EOS switch as when I disconnect the flipper PCB all is good. I've removed the flipper PCB (again) to test tracks, components etc and one of the SW returns (Q5 or Q7) is shorted. So hopefully this will fix the stuck right flipper switch and I'm hoping sort some of the related problems in that area, laser kick (PPB Q4) and the multiple activations. Also, I'll then be able to scroll the Diagnostics properly which @JWG9999 has been helping me with.

What I'm really stuck on is why the feature lamps are all permanently ON in attract, game and diagnostics? I don't think this is related to the swtiching problem as it continues when I disconnect them.
