Fliptronics 2 question

I noticed the right hand flippers on my getaway acting a bit wired.
They didnt work the odd time and I suspected the switch needed gapping.
Any way while looking at the double switch I noticed the second switch does nothing when its closed.
So when the first switch closes the 2 flippers fire .
The cant be right is it?
I took a quick look at the board and cant see anything out of place/hacked

A later ROM revision added support for staged flippers but also introduces problems with the actual gameplay.

Try cleaning the contacts with a fibreglass pencil.
