It depends on your patience for soldering; the lower left (Player 3) display shares its segment drives with Player 4, both are served by chip U9. The uppermost segments, a', connect via R 42, but if player four is alright then the display panel seems to be failing.
The display panel itself is a 7-digit, 7 segment type (not an alpha-numeric), as used on earlier Williams, Bally and even Stern games, though it can be difficult to source nowadays. @DRD had a similar topic recently, for a Space Station.
An F-14 may have any of three different display boards, but I think it's only really the size of the board that's altered; the first two are larger, the final one is as used in most following Williams games, until Taxi brought in a new 'fully alpha' design
