doy matrix not working

hi ,i have a bally williams creatures of the black lagoon , the dot matrix stopped working ,i know it was faulty as i tried it in a working machine and it did,nt come on . i have now purchased a new dot matrix display ,which when i fitted did,nt work, i have metered out the supply to it and have all correct voltages apart from 64v / 75v on pin 8 , do i also have a faulty dot matrix controller board ?
