DE cpu board query

On this secret service cpu board i got this "extra" factory add on. (Well it looks like a factory add on and not a joe bloggs xtra)
Board now boots on the bench but why is this mini board there and what does it do

It converts the earlier version non controlled special solenoids to the later version cpu controlled special solenoids
