i agree, this is daft. may as well put a rubber mat on the middle of the playfield as well, to slow the ball down.
 
That does sound like a bad idea, isn't half the point of pinball learning to master getting the ball under control. Taking away things that normally cause random motion of the ball is reducing the skill level surely
 
I think he's trying to address the problem of air balls which are caused when the target bends too far back. The correct solution to that of course is having fresh buffer foam behind them (and not bloody weather seal tape which I keep seeing people use), and also the brackets, usually on DE games, tend to bend back a little. You have pull them forward again to make sure the target is nice and solid with no 'springy' action.
