Corvette Pin LT5 Motor test

The test 16 keeps failing, I have read alot here about this so took everything apart, The right & Left sensors are working fine. On to T18 adjust motor to center, well I can adjust the potentiometer and move the motor R to L it just will not center. If I unplug the Hall effects it still does the same thing. Could it be a bad Hall effects board?

Well after messing with it all day I can take a magnet put it near the hall sensor and it will rock R to L. Just no way to keep it in center... It will pass the test to the R stops at 128 and goes left but keeps counting to 230 than fails.

Well I give up on it for now!! I can get it to work by manually moving the assembly and get it to pass, for some reason it just will not find center it is always pulling R or L. If I cheat it by moving it manually and holding it center I can feel it work like it should but as soon as I let go it pulls to one side.
 
Thanks, I'll drop him a message, all the other parts should be here today, everything else is cleaned up and ready to put back together.
 
Got it going "well the motor works some just not right still doing research"

What I did replace, along with clean-up and repairing a few cold solder points and an updated prom.
