Williams system 7 CPU is locked up

Williams system 7 Cosmic Gunfight CPU is locked up, the 0 stays lit. Not sure what to check. I have a logic probe but never used it. Any help would be appreciated.

I do have a brand new power supply board.

Does not matter - the first thing you check on any fault like this is correct voltages.
Also check the voltages on the chips - look at the schematic and see what they should be.

What chips? I’m a newbie at this. Not sure how to do that. I would love to learn, thanks
