Ss Gottlieb flipper position

Just wondering if the flippers are in the correct position for a 90s gottlieb. I've seen others on you tube that have a much higher end position but I think they might have been modified. What do you think? Modify or is this the way it should be.

Those aren't original, they've been replaced. They're pretty poor by comparison.
