My Hook leaks

I'm thinking about selling my Hook and first and foremost I never want to sell anything that's electrically dodgy but:

When switched off I noticed my Hook still draws 0.007 amps. I.e. it's leaking.

1. Does this matter? Would it pass a PAT test? I tried to work that out using my mate Google and couldn't. The PAT test says it allows 0.005 amps leak to earth but I don't know if my Hook is actually leaking to earth or simply drawing a small current.

2. Better to fix it I suppose. Between the On/Off switch and line in there's a filter:

There's a capacitor across the line in side. I assume something here is wrong - what should I be looking at?

P.S. The pin is likely to end up for sale on this forum at some point. I hope to get it PAT tested first.
