WPC95/rottendog flasher issue

Hi,
On my Medieval Madness, the moat flasher always stay on.
I checked the manual, and it's connector "J133-6" and "J111-8".
If i measure those 2 i also get 20volt on it, it guess it's not normal.
if i take as example the one near it J133-6 and J111-7, there is no power on it, only when the flasher is activated.

Can somebody give me some advise on this one?

Q29 is the driver for that flasher. I suspect it’s failed and it’s locking the flasher on. Check to see if tests short.
Some cleverer people will chime in but i think you can do this quickly by putting the black lead of your dmm on the ground strap and touch the red lead on the tab of the transistor. If you have continuity, it’s dead short.
 
This is switched ground, so it is normal to have voltage on both lugs/cables while the flasher is off. If it is always on the driver has failed as per @Spandangler
