Finally found the fault! It was the Ribbon Cable! Arrrrgggghhh!!!
Flexing and stressing the 4 connector ribbon cable address line 1 was intermittently shorting to ground.
When check for continuity it appeared fine A real B-gger to find, So people, be aware!

Burn all ribbon cables. Hate the stupid sodding things and their ****ty IDC connections.

I'm surprised that someone has not come up with an alternative multi core cable to do the job of these. They seem to fail frequently?
