The General Illumination relay, on that small pcb, breaks the illumination circuit(s) when it operates, i.e. the lighting would be On without the relay intervening. You could check by detaching the larger of the two connectors from the pcb, and connecting the like-coloured wires in the plastic header. Or substitute the one for the backglass illumination
