Solenoid driver board problem

Decided to repair a few boards. I got a bally solenoid driver board that had half a dozen TIP 102's missing. Replaced them and checked they were the right way round. Install it in the machine, switch on and its like a few solenoids all energise together which takes out the 1a fuse under the playfield.
Could it be one of the 3 3081 chips or is it the large decoder one 74LS154 faulty causing this to happen or something else.
 
The 3081 is the most sensitive to damage. But run some tests. Disconnect all the solenoid outputs, replace the fuse, then test each output separately by briefly offering up a single solenoid connection to each pin in turn. Note any pins that energise the solenoid. Then refer to the schematic to see if the stuck on solenoids have commonality.
