MPU repair

I am just slowly resoldering through my MPU repair and a have a couple of questions.

1) whats the best way of re-coating the green covering that I have scraped off when getting rid of the corrosion.

2) The board has a lot of test points around at various points ...is there a guide to what values you should be getting at each point? Are you looking for voltage readings with the board 'powered up' or other readings without power to the board.

The manual for your machine might be on IPDB, should show the test point voltages
 
I've completed the MPU repair, but sadly ended up with no improvement! Playfield bulbs and backbox bulbs all illuminate but apart from one digit on one of the score matrixes, its dead. I notice the LED on the MPU is not lighting up at all, so I guess the starting point will be to check power supply voltage to the MPU? Are there any known issues or weaknesses in the boards that supply the MPU that I should concentrate on?
