How do you change post sleeves?

How do you change the post sleeves (black one shown)? Do I need to cut the sleeve off with a knife?

If it won’t just slide off try grabbing it with some small needle nose pliers, if that doesn’t work then yeah, just cut it off…. carefully!

You can also lever them up with a flat blade screwdriver
