Display voltage problems

Hi all, I have a lethal weapon 3 I picked up over Christmas as a project. Have managed to get the game booting, sound working and solonoids working, but have run out of talent (luck) with regards the dmd.

Anybody have any suggestions
Have the following voltages at the display
1) -128
2) - 116
3) key
4) ground
5)ground
6) 5
7) 13.4
8) 78

All my figures seem to be slightly off what I was expecting after looking at the guide http://techniek.flipperwinkel.nl/desega/index3.htm#trough
But nothing seems to be really far off.
Unfortunately I don't have another machine or dmd so can't confirm voltages /dmd at fault or if it's something else.

I get nothing at all on the display on 1st boot up,
If I leave the machine on for a few minutes, then turn it off and on again A Completely lit dmd (see photo) further off/on cycles bring varying amounts of illumination but nothing than could even be remotely described as correct.

Machine plays fine everything else works, just not the dmd.

Voltages are acceptable. Maybe the ribbon cable is reversed at one end. Or the display driver board has a fault.
 
Going to test the ribbon cables for
Continuity tomorrow,
checked earlier red strip To pin 1 both ends?
Have good 5v and ground at display board, assuming only way to check is to swap out board or is there a way I can measure the outputs from display to dmd via the small ribbon cable
