Applying sticky back insert decals

When applying the sticky back pre-cut insert decals what should be used to float the decal and allow positioning? Water? Alcohol? Windowlene? Tomato soup? I just did a test run without any liquid and the result wasn't good, the clear decal appearing cloudy.
 
I used windowlene and water , used a craft knife to remove the decal and position it down , ( no greasy finger prints left on it ). Then you can quite easily move it into the desired position. , hold it on the edge and squeegee the liquid out. , . If you are putting clearcoat over the top make sure there is no water or air bubbles left under the decal. So leave it a day or so to make sure it is dry and adhered

Thanks Lee, a mixture of windowlene and water?
 
Water with a few drops of washing up liquid also works as good.
To get the right mix test by rubbing between fingers to see if it's slippery.
To slippy no good, only just slippy equals good.
